But the near-term outlook is for inflation to rise further," he said.King was careful to point out that the Bank's Quantitative Easing (QE) program, which was paused when it reached its previously agreed 200 billion pounds, could be needed again, and he left open the door for its future reactivation."Although the Monetary Policy Committee (MPC) last week announced a pause in its program of asset purchases, it is far too soon to conclude that no more purchases will be needed. So the committee will keep its options open, and further purchases will be made if they prove necessary to keep inflation on track to meet the target in the medium term," said King.The BoE report said the full effects of QE, in which the BoE buys financial assets like gilts from financial institutions and so puts fresh money into the economy, and of the continuing low interest rates would still be felt for some time to come.The Inflation Report showed that UK inflation hit 2.9 percent in December, a sharp rise from 1.1 percent only three months earlier. The Bank's report said this was largely due to higher petrol price inflation and the effects of the reduction in Value Added Tax dropping out of the year-on-year comparison. A further push to inflation is expected in the January figures, with a return to 17.5 percent VAT from 15 percent.Although the substantial fall in the pound against many other currencies has been a welcome shot in the arm to exporters, it has also shoved up costs for importers and puts an upward pressure on inflation.The report warned that "inflation is likely to remain significantly above the 2 percent target in the near term" reflecting the continuing impact of sterling's depreciation and higher VAT. Standard & Poor's lowers ratings on Calif. debt
SACRAMENTO, Calif. ¨C A major credit-rating agency lowered California's debt rating Wednesday, putting pressure on Gov. Arnold Schwarzenegger and lawmakers to start tackling the state's $20 billion deficit.
Standard & Poor's lowered its rating on California's $64 billion general obligation debt one step, from "A" to "A-." The agency also dropped $9.4 billion in lease-revenue bonds three notches, from "A-" to "BBB-."
California already had the lowest general obligation rating of any state when S&P dropped it from "A+" to "A" in February 2009. classic crochet uggsFitch and Moody's, two other rating firms, followed with their own downgrades.
Illinois' "A+" rating is the second lowest in the nation, said Gabriel Petek, an analyst for the agency.
The reduced S&P ratings are still investment grade, but they could reduce investor demand for California's debt and raise the cost to taxpayers of borrowing money. Last year, the state treasurer's office estimated that if agencies downgraded $53.3 billion in general obligation bonds to "BBB+," it would increase the state's long-term borrowing costs by $7.5 billion.
"BBB+" is one notch below California's current "A-" rating, and S&P warned Wednesday that the state's rating has a negative outlook, meaning future downgrades are possible.
The ratings agency said California is once again facing cash shortages in March and July, and it questioned some of the governor's budget proposes, including one to cover the low cashugg cardy crochet period in March with $1 billion in as-yet-undetermined solutions.
The agency worries that Schwarzenegger's proposal to close the deficit relies too much on federal help and underestimates the difficulty of getting voters and lawmakers to agree to his plan.
"We believe that ... uncertain assumptions for major portions of the budget balancing proposal make the state's credit more susceptible to adverse economic or other developments," S&P wrote.
The governor's finance spokesman, H.D. Palmer, said the agency's action underscores the need for the Legislature to act quickly.
"If the Legislature acts on the governor's special session proposals, nearly half of that gap can be closed," Palmer said in a statement. "The governor looks forward to working with the Legislature to start taking theUGG Classic Short Boots tough but necessary steps to bring our budget back into balance."
General obligation bonds are loans approved by voters and paid back through general taxes. Lease-revenue bonds are used for capital outlay. They don't require voter approval and are paid back by the state departments using the facility.

More than 100 neglected animals found at Nev. farm
RENO, Nev. ¨C In one of the worst cases they can remember, Nevada agriculture officials have cited a woman for animal cruelty for neglecting more than 100 barnyard animals, including 35 starving horses and a goat that died from eating wool off a sheep carcass.
Jan Lemley of Battle Mountain faces 42 counts of animal cruelty. Each count carries a civil fine of $1,000, said Nevada Department of Agriculture spokesman Ed Foster.
Lemley did not immediately return a uggs classic crochettelephone call from The Associated Press on Wednesday. She told The Battle Mountain Bugle, which first reported the incident, that her attorney had advised her not to comment.
It was not immediately clear if any criminal charges would be filed.
Lander County Sheriff Ron Unger said two of the horses, three llamas, three goats and two sheep died at the rural property in Battle Mountain about 220 miles east of Reno.
Foster said a state veterinarian became physically ill upon arrival at the scene last weekend.
"It's the worst case of animal cruelty they've ever witnessed," Foster told The Associated Press on Wednesday. "It's really sad."
The two horses ¡ª which a neighbor had described as "walking skeletons" ¡ª died from severe malnutrition and at least one of the starvingclassic crochet ugg boot goats died from ingesting wool, Foster said.
"There was nothing to eat, so they started eating wool off the sheep carcasses," he said.
Unger did not immediately return a call seeking comment. He told the Bugle that 53 goats, 24 llamas, 20 sheep, six pigs and an assortment of chickens and rabbits remained on the property under the control of Lander County and the sheriff's office.
Foster said one of the horses was dead when inspectors arrived and the other died the following day. The 33 surviving horses have been transferred to an undisclosed location where they are receiving round-the-clock care from state veterinarians.
Unger said a judge will decide what happens to the horses.
Sid Slate, a neighbor who moved to the area six months ago from Lyle, Wash., was one of the people who reported the abuse. He said he was sickened by what he saw.
"From the last month driving by, we could see the ribs on the horses," he said. "I saw a few horses that looked like nothing but walking skeletons."
State brand inspector Blaine Northrup, classic crochet ugg bootswho also visited the site, said Wednesday he'd never seen such hungry animals.
"This is the first time I've ever run into a barnyard and had chickens running toward me," he said.

Wisconsin F Leuer breaks wrist, out indefinitely
MILWAUKEE ¨C Wisconsin forward Jon Leuer broke his left wrist in Saturday's win against Purdue and is out indefinitely.
It's a major blow for a team coming off its biggest victory of the season.
The school announced the injury Monday and said Leuer would have surgery Tuesday, days after the Badgers topped then-No. 4 Purdue 73-66.
"Obviously,trendy women's bootsI'm disappointed by the injury, but I plan on being as big a part of this team as ever," Leuer said in a statement released by the university. "I will continue to be at all the practices and conditioning sessions and support the team as best I can.
"I'm confident my teammates can continue the great season we've begun and I look forward to rejoining the team."
Leuer, a junior, has started all 16 games for No. 13 Wisconsin (13-3, 3-1 Big Ten) and has been the Badgers second-leading scorer, averaging 15.4 points along with a team-high 6.2 rebounds per game.
"Is it going to be easy? No. Are we going to whine about it? No, that's not allowed," Wisconsin coach Bo Ryan said on the Big Ten weekly teleconferenceUGG 2010 New Style.
But Ryan, who has led the Badgers to eight straight NCAA tournament appearances in his first eight seasons, had no information about a timetable for Leuer's return.
"I was an economics major and I really would have a tough time giving you anything. I wouldn't have a clue. Again, they don't tell us anything other than what you saw (in the release)," Ryan said. "That's all the information I get and it's been that way for nine years, ever since I've been here."
Leuer broke his wrist in the first half when he tried to brace himself during a fall. He went on and played 38 of 40 minutes, but shot just 2 of 15 from the field for four points and grabbed 10 rebounds. An X-ray taken after the game revealed a fractured bone in the wrist.
The 6-foot-10 Leuer is one of the few threats both inside and outside for the Badgers, who have relied on their talented trio of guards ¡ª Trevon Hughes, Jason Bohannon and Jordan Taylor ¡ª to drive the offenseugg Tall boots.
Leuer grew 10 inches in high school, changing his skill set from a perimeter player to a post presence.
Since coming to Madison, he's bulked up each year and shown a willingness to work in the paint, averaging 2.4 more rebounds a game this season despite dealing with foul problems at times.
He's also maintained his shooting touch, hitting 52 percent from the field and 35 percent from 3-point range this season.
Leuer's departure will change the starting lineup for the first time this season when Wisconsin plays at Northwestern on Wednesday followed by a trip to Ohio State on Saturday.
The undersized Badgers have two 6-10 freshmen, Jared Berggren and Mike Bruesewitz. They also could start another guard like Taylor, Ryan Evans or Rob Wilson.

3 Wizards meet with authorities in gun inquiry
WASHINGTON ¨C Three more members of the Washington Wizards have met with authorities concerning the Gilbert Arenas gun investigation.
Caron Butler,Ugg Classic Short Brendan Haywood and DeShawn Stevenson had to miss practice Monday to answer questions. Coach Flip Saunders and other players met with authorities last week.
Arenas is under investigation for bringing guns to the Verizon Center and related incidents stemming from a dispute with teammate Javaris Crittenton. Arenas has been suspended indefinitely by the NBA, and Crittenton has been excused from team activities while the legal process plays out.
The team also suspended Andray Blatche for one game for unspecified behavior during Sunday's game against New Orleans.Ugg Classic Tall The suspension is not related to the Arenas investigation.
